That is where your administrator can create an ABAP developer key that you need. Which licenses are you talking about? If you don't have a license for SAP, Then no one here should be helping you!

Just use SAP Keygen exe file.

In function module 'DEVELOPER_KEY_CHECK', restart your maintenance transaction, and edit your object. Press cancel, should the 'Add Developer' screen pop up. Now, replace the value of SY-SUBRC with 0 and press continue.
